1989 Christmas Carousel

I just recently started collecting the older reach promo set 1989 Christmas Carousel. I have three out of the four horses. When searching for 1989 Carousel on this site, I ran across a piece I didn't know about: 1989 Carousel Zebra.
Does this piece complement the set? Would it fit in the base just like the horses do (replacing one since there are only four slots for the horses)? Or is it just similar and a coincidence and not meant to go with the set?

The only carousel horses that fit on the base of the 1989 Christmas Carousel set are the four that were offered for purchase that year. The horses and base are available on our site

The 1999 Carousel Zebra is a complement to the very popular Rocking Horse Series which was issued from 1981 to 1996.
